Thank you for posting in the HP Support forum ! Personally, I am not familiar with your specific computer but it's hard for me to accept there is no USB drive option to boot from. However, due to Win 10, Secure Boot technology and UEFI, there is some tricks. 🙂. Additionally, in the BIOS it be called USB hard drive and not USB pen drive.
Please Go BIOS by tapping F10 key, Select security Tab, Select secure boot configuration from the list. You will get window which says "Are you sure you want to continue" Press F10 to confirm. Disable secure boot and enable Legacy boot. Press F10 key to save changes and exit. Let me know if this works! Have a wonderful day! 🙂

First you click on the start menu then click in the settings icon. Go to Update & Security then select recovery. Click on restart now then it will go to a menu and choose use a device. This will let you boot with the SSD installed. Once it boots to the SSD you can format the hard drive.
Hey guys this is my first time installing windows 10.I made a bootable usb using microsoft media creation tool on a usb 3.2.When i restart and go to boot device options it shows 3 options: 1.Os boot manager (uefi)-windows boot manager (my ssd name) 2.USB Hard drive (UEFI)-USB. 3.Boot from UEFI file.
In System Information: BIOS Mode: Legacy. According to the lit Microsoft's MBR2GPT.exe tool converts disks from MBR partition to GPT and configures system partition for UEFI boot. It doesn't support configuring firmware mode. Switching firmware to UEFI mode requires manual configuration in the firmware menu. Microsoft's doc and a video is here
So you want to change the BIOS to Legacy, you change it to Legacy as you have stated above, and it still has the Secure boot option,. My BIOS cannot be Legacy, but it does have Legacy Suport. BIOS was discontinued with Windows 8 when UEFI came in. Some UEFI systems have Legacy Support that pretends to be a BIOS.
BootMenu does show USB and other boot-options when USB is formatted as a MBR, NTFS, not-bootable datastorage. it also appears that the HP BootMenu does show boot-options when UEFI-mode is disabled in the BIOS. Switch that off (!) in the cmd (admin) command: powercfg /h off. 2.
